Norm 13155 responsibility of supplier

The basics of a double vacuum system is easy: if one system is down, the second system
has to hold the load. But is a double vacuum system a second positive system when you are
hoisting glass?
The standard is that we are responsible for proper risk analysis on the device and we sell the
machines for lifting glass. With this knowledge, we can not simply, as a supplier, follow the
norm but we must say that a dual vacuum system offers no additional security
when you hoist a glass plate. One of the characteristics of glass is that it can break and in
this situation only a fall protection supports the second postive system. So we build both,
single and double vacuum systems. In the end it is always the customer's choice. Both
systems are therefore built following the norm 13155.
Health and Safety Act is responsibility of the user
The 13155 standard also should include all aspects of the 'Working conditions Act' but that is
not entirely the case. The social legalization or health and safety law is for the protection of
employees. Employees have to be protected against the dropping of the loads at all times. A
vacuum machine never makes a permanent connection to the load, so it is neccessary to
ensure that no employee under the load is present. You can barricade areas and also
monitor this very good or use a fall protection. The use of a double vacuum system does not
relieve you of this responsibility. Additionally, you will have to know what you are lifting,
because there is a difference between the fall risks off single glass, double glass, tempered
glass or laminated glass. You will need to re-identify the risks and always take the
appropriate measures.
Conclusion: The choice of picking a single or double vacuum system is up tot he customer
but always use a fall protection if necessary. Also know exactly what you are lifting, conduct
a proper risk analysis and take action. The advice that a fall protection with a double vacuum
system is not necessary, is in our view not true. Below the lifting height of 1.8m you do not
need extra security, however never must an employee be present underneath the load,
(hands, legs and feet). Always wear the appropriate protective equipment.
